Russia’s special representative in Afghanistan, Zamir Kabulov, reported that Moscow had foreseen the Taliban’s ascendance to power in Afghanistan eight years ago. Kabulov highlighted Moscow’s historical ties with the Taliban and expressed expectations for the Taliban to play a more active role in combating international terrorism.

Kabulov emphasized Russia’s past relations with the Taliban before they assumed power in Afghanistan. He underscored that these historical ties informed Russia’s strategic anticipation of the Taliban’s eventual governance.

In addition to discussing historical context, Kabulov acknowledged the Taliban’s reported initiatives to curb drug production within Afghanistan as a positive step in this direction.

Meanwhile, the United Nations reported that the notable reduction in opium production in Afghanistan, ordered by the Taliban, may lead to an increase in overdose deaths. Heroin users might turn to synthetic opioids, which have already caused fatalities in Europe. Opium cultivation in Afghanistan, the world’s leading opium supplier, fell by 95% last year following the Taliban’s 2022 ban on narcotics production. Although Myanmar saw a 36% increase in opium production, global opium production still dropped by 75%, according to the UNODC’s annual World Drug Report.
